Sir,
I have the honour to confirm my telegram No.69 of 16th February, 1939, reading:-
"My despatch confidential 28th December, 1938.
Unless already published please defer action on recommendation for promotion of Wynne-
Jones. Promotion of Butters is in order."
and to acknowledge the receipt of your telegraphic reply No.46 of 24th February, 1939, reading:-
(3) "Your telegram 69 confidential.
Wynne-Jones.

Promotion not published and your request noted. Action on my confidential despatch of February 17th may be suspended in this respect pending further information from you.'

It is with regret that I have to report a further lapse on the part of Mr. Wynne-Jones of a nature very similar to that reported to you in correspondence ending with Lord Passfield's confidential despatch of 30th May, 1931, namely serious delays in dealing with certain files and a grave disregard of instructions.

I enclose copies of correspondence which passed on this subject and which sufficiently indicate the grounds for the action which I took in sending the
